The advertised per-user figure applies to small teams; the rate steps down at user-count thresholds, so a 300-person org pays a materially different per-seat price than a 20-person one. Any quoted headline number is wrong for most buyers, use Atlassian's calculator.
Automation is metered in steps. Free gets 150 steps for the whole subscription; Standard, Premium and Enterprise allow 400, 750 and 1,000 steps per user per month. Active CI/CD-integrated workflows can exhaust the allowance and force a tier upgrade independent of seat count.
Most Jira deployments need several Marketplace plugins for reporting or test management. Plugin pricing also scales with user count, so adding people multiplies across every app you own.
Enterprise is not simply the top tier, it has a hard user floor and annual-only billing, so organisations below it cannot buy multi-site or Guard features however much they want them.
